Can I open RAR on iPhone?

Yes. Open this page in Safari, choose the .rar from Files, and save the extracted files back to Files or Photos.

What if it says the archive is damaged?

The download was probably incomplete. Download it again. Files that were extracted before the damaged part are still shown.

Is it safe to open archives from strangers?

Extraction happens in a browser sandbox, so nothing runs. Still, don't open .exe or .apk files from unknown senders after extracting them.
